November 13, 2025

Meeting called to order at 7:00 pm, by Chairman, Scott Jardine. Present were Scott Jardine, Ken Bodeen, Carri Hoagland, Pam Holt, Nora Tribys, Brett Bodeen, Troy Kavajecz, and Sam Kurland. Motion was made to accept the meeting minutes from 10-14-2025 by Carri Hoagland, second by Ken Bodeen. All in favor. Motion was made by Ken Bodeen, second by Carri Hoagland to accept the October 2025 Treasurer report. All in favor.

Citizen’s InputPlanning Committee. Sharon Graham – We now have a contact person in Duluth for the Army Corp of Engineers. Sharon will get that info to the Board. Before we can apply for a Grant, we need to retain an engineer. There is a Dock Committee and they suggested Randy Lund, who was the engineer at the Cornucopia Docks. Cost of the engineer will probably run in the range of 2500-5000 for pre-phase and 5000-10000 for second phase. We could make the improvements over 4 years to spread the cost. It is suggested that year one would be to repair/replace the bulkhead. We are waiting on a price from EZ Dock.

Park Commission.

-Shiela Bergman – working with 2 students to make video about the parks in town. Discussion about where to put an ice rink. Working on reenacting Bird City status. There is concern over the crack in the pavement on the recreation court next to the town hall. Roofs at Twin Falls bathrooms have been repaired.

Town Hall – Need quote on commercial vent in the kitchen.

Fire Department/EMT. Reviewed Fire Department and EMT reports. Ordered clip boards for turn out gear. Discussed need for compressor and whether it is cost effective to purchase for infrequent use.

ON GOING BUSINESS:

Reviewed quote from Northwoods Paving for repairing patching of blacktop. Motion was made by Ken Bodeen to accept the bid from Northwoods Paving, second by Carri Hoagland. All in favor. Grand Avenue repair is complete. Will be filing for grants on Wisconsin Ave/White Birch (LRIP) and White Birch/Touve (Federal STP)

Town Policy Handbook – need to update for sewer & water information

Solar Project – ongoing.

Insurance renewal – agreed to Rural Insurance updated building valuations. Most building roof ages are unknown.

NEW BUSINESS:

Resolution recognizing the service of Laurie Gucinski was read by Chair. Motion made by Carri Hoagland to recognize Laurie Gucinski, second by Ken Bodeen. All in favor.

Flock Camera discussion – Tony Williams, Bayfield County Sherrif, addressed the Board regarding the use of Flock Cameras in Bayfield County and specifically Port Wing (corner of Hwy 13 and County A). Concerned citizen, Dana Churness from Herbster also addressed the Board. The Board recognized the benefits of the cameras. However, there is concern for the misuse of accessing the data and the security of the data. Board recommends the Sherrif meet with their constituents to have an open discussion regarding the Flock cameras and how the department can put in place safe guards to mitigate misuse. The constituents also need to fully understand the security of the Flock database (3rd party company) and whether they provide a product that protects the privacy of all individuals.

Discussed Food Drive and how our community can help those in need.

Approved releasing draft minutes to the community, if requested.

Town Meeting Scheduling – standard meeting dates in 2026 will be the 2nd Monday of every Month, unless necessary changes need to be made (Federal Holiday, conflict of events, etc.)

Notice of Non-Compliance for Full Value Assessment – will schedule Re-Val for 2027.

ZONING REQUESTS: 81850 Morrison Road – Shetler

TOWN CREW REPORT: Sam Kurland reported on DNR report for the Sewer Treatment Plant. Steaming laterals at the sewer plant (maintenance). 2 dosing pumps replaced. Hydrants flushed. Getting ready for plow season. Brushed BattleAx Rd for forestry department. Waiting on Water Tower inspection report. Doing maintenance on backhoe. Working on getting the septic tanks at the sewer plant cleaned out.

Next meeting set for December 15, 2025 at 7pm. Budget meeting will be December 1, 2025 at 7pm. Meeting adjourned by Ken Bodeen, second by Carri Hoagland. All in favor.
